Basic Fuel System Test Routine…..
Fuel System Tests:
Test the Fuel Pump (static pressure test): Energize the fuel pump by turning on the key. Energized, the fuel pump should bring up fuel pressure very quickly and hold steady at a fixed value.

Remember, if the pump is getting good voltage/amperage, and it has low pressure, the pump has aged and should be replaced.
Compare the pressure reading to your specifications.
No pressure à no pumping à Replace.
Slow to pressurize = Weak pump à Replace!
Test the Relay and Wiring Circuits by turning the key to the on position, but not starting the vehicle. If the fuel pump gets energized, your relay and wiring harness are good. No voltage to the pump, you have isolated the problem to one of these 2 items.

Should the vehicle still not start, we have to really start testing things in the fuel system.
